East Kaweah GSA has opened up the opportunity to pay to extend the life of growers’ AY2022 and AY2023 unused tier groundwater credits through 2030 and purchase mitigation (surface water) credits to boost total available supplies. Landowners can apply these credits to their water accounts to reduce their Allocation Year 2024 bill and/or reserve them for the future.

Growers should consider taking advantage of credit pre-pay and purchase opportunities through the East Kaweah GSA. By purchasing, you:

• Avoid or reduce your overdraft penalties: Credits can prevent the $500 per acre-foot overdraft penalty and 1:1 loss of your Allocation Year 2025 supply if you exceed the 0.82 acre-foot per acre native yield but did not have the credits to do so.
• Increase your total water supply: Credits are used to fill the gap between your native yield and the 2.5 acre-feet per acre hard cap.
• Pre-pay for a 50% discount: For 2023 Tier 1 supplies, pre-pay by April 15th and pay half the price compared to the $500 you would pay at the time of use.
• Reserve water for future use: Groundwater credits last five years from the date of purchase, meaning you can reserve some or all your credits for future years. The Mitigation Tier credit that is available never expires.

Available Water Credits for Purchase

The following water credits are available for purchase on the Water Dashboard:

In summary:

• Extend the life of Allocation Year 2022 unused credits beyond their 2026 expiration date.
• Extend the life of Allocation Year 2023 unused credits and pre-pay at a 50% discount compared to the cost at the time of use.
• Purchase as many new surface water credits (2024 Mitigation Tier) as you want while supplies last.

Note that if you have used your full allocation of groundwater credits (blue boxes) in previous years, these are no longer available for you to purchase. Most growers still have their 2023 Tier 1 supplies available and can prepay now to get a lower price for this water.

The opportunity to pre-pay to extend the life of transitional “Tier” groundwater credits may not be available in the future. Growers are encouraged to take advantage of this offer and purchase credits today to apply to their current statement or reserve future use.

How to Purchase Credits

Growers have until April 15 to purchase water credits. There are three ways to purchase credits:
