The East Kaweah GSA Board of Directors directed staff to place unpaid Allocation Year 2025 invoices on the 2026-2027 county tax bill.

The unpaid invoices are for groundwater use penalties accumulated during Allocation Year 2025, which covered October 1, 2024 through September 30, 2025. The GSA’s annual invoicing process began May 1 with an invoice review period through the end of May. Final invoices were mailed in June and were due July 15.

Adding unpaid balances to the county tax roll is part of the GSA’s established process for collecting outstanding groundwater allocation fees and helps ensure the fair and consistent administration of the allocation program.
