State Water Resources Control Board Recommends Move Back to Department of Water Resources

The State Water Resources Control Board has recommended that the Kaweah Subbasin GSAs — East Kaweah, Mid-Kaweah, and Greater Kaweah — move back to the purview of the Department of Water Resources (DWR). As a result of the recommendation, the revised Groundwater Sustainability Plans (GSP) have been posted on DWR’s portal for public comment and review until September 1, 2025.

Following the public comment period, the Kaweah Subbasin expects to be out of threat of probation and continue handling groundwater sustainability locally.

This is a landmark milestone for the Subbasin after its efforts to revise the GSPs twice last year and adopt a GSP that addresses deficiencies. Moving back to DWR means that the Subbasin is not under probation, and groundwater sustainability can be handled locally on the condition that the Subbasin implements its GSPs.

East Kaweah GSA is committed to taking this momentum into continued implementation and encourages stakeholders to stay engaged as we continue meeting Sustainable Groundwater Management Act (SGMA) milestones by 2040.
