State Board Hearing Canceled, GSA Maintains Local Control

On December 6, 2024 the East Kaweah GSA Board of Directors held a special board meeting where the board discussed the second amended Groundwater Sustainability Plan (GSP) and the canceled January 7, 2025 State Water Resources Control Board (State Board) hearing. The hearing was scheduled for the State Board to determine whether it would place the Kaweah Subbasin in probation, which would have placed groundwater management and regulation under State control.

The State Board canceled the hearing after staff at the agency conducted a preliminary review of the subbasins’ second amended GSPs. While their review is not over, canceling the probationary hearing is an early signal that the GSPs addressed the Department of Water Resources (DWR) and the State Board’s deficiencies.

While the State more thoroughly reviews the GSP, the East Kaweah GSA continues implementation. DWR is developing a process to formally transition the Kaweah Subbasin back under its supervision in the coming months. The Kaweah Subbasin is not under probation and will continue to manage groundwater locally.

The East Kaweah GSA is committed to transparent and timely communication as details from the State Board become available.
