East Kaweah GSA is set to return to the Department of Water Resources’ (DWR) oversight at the State Water Resources Control Board (State Water Board) meeting on December 2, 2025.
The State Water Board will consider adopting a resolution to return all three of the Kaweah Subbasin GSAs to DWR.
Since the submission of the updated Groundwater Sustainability Plans (GSPs) in 2024, the Kaweah Subbasin has continued implementing the projects and management actions committed to within the plans. While each GSA is moving forward to achieve sustainability within their boundaries, the Subbasin is highly coordinated through cross-GSA technical teams that work to develop shared solutions on priorities, including groundwater levels, groundwater quality, interconnected surface water, land subsidence, mitigation, well inventory, and more. Groundwater quality, land subsidence, and groundwater levels are at the forefront of the priorities and were highlighted at the State of the Subbasin grower outreach event in October.
Because of these efforts, the Subbasin is soon to be off the probationary pathway. Groundwater sustainability will continue to be handled locally on the condition that the Subbasin implements its’ Plans.
While the rigorous work to submit a GSP that addressed the State’s deficiencies has been an important step forward, the real hard work of implementation lies ahead for the Subbasin. East Kaweah GSA is appreciative of the State Water Board Staff, the Kaweah Subbasin technical consultants, and East Kaweah GSA staff, committees, and board who have been active participants in developing a plan that meets the SGMA requirements, and who help make our groundwater sustainable.
