IMPORTANT! 2022 END OF YEAR SUMMARY STATEMENT MAILED
Allocations
April 18, 2023

Landowners have until end of May to reconcile their groundwater accounts for Allocation Year 2022 (Oct. 1, 2021 – Sept. 30, 2022) prior to June billing.

A 2022 End of Year Summary Statement was mailed to landowners and projected to reach mailboxes during the third week of April 2023.

This Report is a summary of landowners’ groundwater account for the period October 1, 2021 – September 30, 2022 (Allocation Year 2022). The report includes groundwater debits (groundwater use measured as ETa) and groundwater credits (surface water deliveries, groundwater recharge, etc.).

This Report is not a bill.

The East Kaweah GSA’s goal for sending the Statement is to ensure transparency between the agency and the landowners it serves. The Statement presents the opportunity for each landowner to see the status of their groundwater account and request any changes prior to groundwater use billing scheduled for June.

Reconciling a groundwater account may include transferring groundwater credits, accounting for private surface water purchases, and/or challenging evapotranspiration (ETa) readings. For example, if a landowner purchased surface water or conducted groundwater recharge, that information should be shared with the East Kaweah GSA, so it is credited to the landowner’s account before billing.

The deadline for reconciliation is May 31, 2023. If you do not need to reconcile, your bill will be calculated based on the groundwater account information provided on the Report. Landowners can contact the East Kaweah GSA to reconcile their groundwater account between now and May 31, 2023.

Depending on request, landowners should be prepared to provide parcel number(s), meter readings, surface water receipts, and any other pertinent information if they plan to request any groundwater credits or challenge their ETa readings.

To reconcile, please contact the East Kaweah GSA by phone at (559) 697-6095 or by email at groundwater@ekgsa.org.

*An emergency ordinance, effective October 1, 2021, limited groundwater pumping to a total allocation of 1.65 acre-feet (AF) per acre for the period October 1, 2021 through September 30, 2022. Groundwater use exceeding 1.65 AF/acre is subject to a $500/AF fee.
