Department of Water Resources Begins Kaweah Subbasin Plan Review

California Department of Water Resources (DWR) has initiated its review period of the Kaweah Subbasin Groundwater Sustainability Plans (GSPs or Plan), after the State Water Resources Control Board transitioned the Kaweah Subbasin to the Department of Water Resources in December 2025. The GSPs are under a 30-day public comment period  on DWR’s Sustainable Groundwater Management Act (SGMA) portal. The GSPs have moved off the portal’s “state intervention” tab – an important distinction that signals the basin’s return to a standard SGMA pathway.

DWR’s review process is expected to take approximately two years, a standard review timeframe for basins who have not faced state intervention. In the meantime, East Kaweah GSA continues to implement its Plan locally. In doing so, the GSA continues to refine its strategy for monitoring sustainability progress and groundwater conditions, and implement programs and projects outlined in the Plan. East Kaweah leadership and staff remain hopeful that locally led efforts will provide stability for its landowners, critical for farming operations and planning.

East Kaweah GSA will continue to keep stakeholders informed of any updates on DWR’s review process. You can view the GSP in the SGMA portal here.
