Allocation Year 2023 invoicing period began in August

August 23, 2024

East Kaweah GSA staff have finalized the Allocation Year 2023 invoices. Landowners received their physical invoices in the mail early August and will have until September 16 to review and request adjustments to their invoice payments before payments are due October 1, 2024.

The invoices will include fees for groundwater use between October 1, 2022 – September 30, 2023.

To further assist growers during the invoicing period, the East Kaweah GSA has implemented a new feature on the Water Dashboard’s Credit Manager that automatically reduces overdraft by pulling available water supplies from other parcels. This new feature was implemented to help growers avoid penalty fees and receive the lowest possible invoice.

The Water Dashboard’s Credit Manager will be available for an extended period ending on September 16. While previously scheduled to conclude 30 days after growers received their invoices, technical errors that occurred with the Credit Manager during the invoicing period prompted staff to extend the time for growers to make adjustments. Growers will have until September 16 to adjust this default setting through the Credit Manager to better meet their needs.

Note: An educational mailer about the Allocation Year 2023 invoicing period was recently sent out to all landowners. The mailer stated the Credit Manager would be available starting August 1. Due to delays with Water Dashboard development, the Credit Manager was made available on Wednesday, August 7.

Adjustments have also been made to the Priority of Use to minimize penalty fees and reduce landowners’ bills as much as possible. Growers can modify their Priority of Use by logging into their Water Dashboard accounts and using the Credit Manager tool. To compare the previous Allocation Year 2022 Priority of Use to the new Allocation Year 2023 Priority of Use, refer to the table below.

The East Kaweah GSA strongly encourages growers to review their invoices and adjust their Priority of Use using the Credit Manager tool if it better suits their water use and needs. To review these updates and make any changes, log in to your Water Dashboard account at https://gsawd.com.
